Enlightenment and the Constitution The United States is a nation established in 1776 on a set of principles: liberty, equality, and self-government. These ideals derived in part from broad lessons of history, from the colonist, and treatises such as those of Locke and Rousseau. Liberty is a principle that individuals should be free to act and think as they choose, as long as their actions don’t infringe on the rights and freedoms of others. Equality is a notion that all individuals are equal and entitled to equal treatment under the law.Self-government is the principle that the people are the ultimate source and proper beneficiary of governing authority. These principles were the foundation for the United States set forth and written by our founding fathers, but taken from rulers and minds of Europeans during the Enlightenment period. The Enlightenment was an eighteenth- century intellectual movement whose proponents believed that human beings could apply a critical, reasoning spirit to every problem (Hunt, Lynn, Martin & Rosenwein, page 545).During this period the rulers, writers, and thinkers gave the back bone to the Declaration of Independence, the United States Constitution, and the Bill of Rights. Although before we get to this period and how it shaped the United States we will have to go back a little further to 1651. In 1651 an English philosopher Thomas Hobbes had his work Leviathan published. Hobbes argued that government rests on a social contract in which the people give up certain freedoms they would have in a state of nature in return for the protection that a sovereign ruler can provide.Almost a half of a century later, an English philosopher, John Locke, used Hobbes concept of social contract in his Second Treatise on Civil Government. Locke claimed that all individuals have certain inalienable rights, including those of life, liberty, and property. When people form a government for securing their safety, they retain these individual righ ts. However Locke saw the social contract a bit differently.The agreement to submit to governing authority is based on the premise that government will protect these rights, if the government fails to the people can overthrow the government and form a new one( Patterson,page 14-15, 30). Thomas Jefferson declared that Locke â€Å"was one of the three greatest men that ever lived. † Jefferson paraphrased Locke’s ideas in passages of the Declaration of Independence. Including those that, â€Å"all men are created equal,† that government derive â€Å"their just powers from the consent of the government,† and that â€Å"it is the right of the people to alter or abolish a tyrannical government. The Declaration was a call of revolution rather than a framework for government. However the ideas contained in the document: liverty, equality, individual rights, self-government became the basis for the Constitution of the United States (Patterson, page 30). In Voltai re’s, Treatise on Toleration and Jean Jacques Rousseau, Social Contract we find more Enlightenment thinkers ideas framed in the Constitution. The ideas the Constitution receives from these works are the basis for Amendment I, freedom of religion.Voltaire states in A Treatise on Tolertion,† Religion was instituted to make us happy in this life and in the other. † â€Å"Christians should tolerate each other. † â€Å"I, however, am going further: I say that we should regard all men as brothers, are we not all children of the same father and creatures of the same God? † Voltaire is setting the basis for freedom of religion, saying that the people must show Universal Tolerance for all. Rousseau takes it even further in The Social Contract.He states, â€Å"it is of importance to the State that each citizen should have a religion requiring his devotion to duty, however the dogmas of that religion are of no interest to the State. † Rousseau sets forth the idea that the government shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof, as stated by the First Amendment of the Constitution. Finally Cesare Beccarria and Empress Catherine the Great both have an idea that resides in the Constitution. That idea is that all men are innocent until proven guilty.In Beccarria’s Crime and Punishment he states, â€Å"No man can be judged a criminal until he be found guilty: nor can society take from him the public protection until it have been proven that he has violated the conditions on which it was granted. Empress Catherine states in her Proposal for a New Legal Code in Russia, â€Å"No man ought to be looked upon as guilty, before he has received his judicial sentence; nor can the Laws deprive him of their protection when it is yet dubious, whether he is Innocent or Guilty?. Thomas Jefferson himself based many ideas in the Declaration of Independence from concepts written by John Locke that became the basis for the Constitution of the United States.Where would the United States be without these enlightened minds from Europe? Beka also displays a sense of naivete and innocence when she has to deal with apparently, insurmountable tasks. History of the Bureau of Alcohol, Tobacco, Firearms and Explosives The Bureau of Alcohol, Tobacco, Firearms and Explosives has been the sole agency responsible for regulation and taxation of the above mention categories since July 1 st 1972. However, some of the duties of The Bureau of Alcohol, Tobacco, Firearms and Explosives have existed in some form in the United States since 1789. Initially, these activities were performed by the Department of Treasury. On July 1 st 1862, the Office of Internal Revenue was founded. This new agency was now responsible for all taxes, including those on alcohol and tobacco. The Office of Internal Revenue included enforcement agents to pursue those who evaded taxes. In 1919, the Volstead Prohibition Enforcement Act and the Eighteenth Amendment to the Constitution made it illegal to produce or transport alcohol. Enforcement of these policies fell on the Office of Internal Revenue. In 1920, the Prohibition Unit was created. This agency was made up of the agents focusing on liquor laws. On April 1 st , 1927 the Prohibition Unit officially became a bureau under the Treasury Department. Congress established a new Bureau of Prohibition under the Department of Justice in 1930. This new bureau was now responsible for enforcing Prohibition. Then, the Treasury Department was still responsible for the tax and regulations associated with Prohibition, under the new Bureau of Industrial Alcohol. In December 1933, the Twenty First Amendment to the Constitution ended Prohibition. Shortly after, President Roosevelt created, via executive order, the Federal Alcohol Control Administration to regulate the newly legal industry. This agency was replaced in less than two years by the Federal Alcohol Administration (FAA). The FAA was founded as part of the Treasury Department, wh o was again responsible for supervising the alcohol industry. In 1934 the Alcohol Tax Unit was founded as part of the Bureau Of Internal Revenue. The FAA combined with the Alcohol Tax Unit. Prohibition, though over, resulted in a lasting culture of organized crime. Due to the violence resulting from organized crime, the National Firearms Act was passed in 1934 and the Federal Firearms Act passed in 1938. These Acts regulated firearms, largely via taxes. In 1942, the enforcement capacity of firearm regulation was entrusted to the Alcohol Tax Unit. Around this time, the ATU became known as the Alcohol Tax Division until the 1968 Gun Control Act. With this act, the Bureau of Alcohol, Tobacco, Firearms and Explosives was now responsible for additional substances, including explosives. In July 1972, the Treasury Department Order NO.120-1 officially shifted all activities involving alcohol, tobacco, firearms, and explosives from the Internal Revenue Services to the Bureau of Alcohol, Toba cco, Firearms and Explosives After over one hundred years of restructuring, The Bureau of Alcohol, Tobacco, Firearms and Explosives has finally achieved stability in its structure and its duties. One major change the Bureau of Alcohol, Tobacco, Firearms and Explosives has undergone was its adoption of anti- arson enforcement. In 1982, congress amended the original legislation that outlines the duties of the Bureau of Alcohol, Tobacco, Firearms and Explosives to include arson. Since the 1970s the Bureau of Alcohol, Tobacco, Firearms and Explosives has grown both its budget and its staff. The Bureau of Alcohol, Tobacco, Firearms and Explosives has added over a thousand employee positions. Biodiesel contains high amounts of energy and its accurate tackiness makes it apposite for use in all vehicles and equipment that require diesel. In order to realize energy liberty, Biodiesel is the initiative to take and follow (Kowalski, 2010). Preparing Biodiesel Transesterification is the procedure of coming up with biodiesel. Over the past twenty years, biodiesel has proved to be a substitute fuel. It offers preventive measures of handling and transporting as its biodegradable. To eliminate low temperature gelling, additives are readily available in the market. The companies announce on a gel additive that blends well with B100 to prevent gelling of temperature without altering the engine components. To maintain the stability of the fuel, recommendations are that blends of biodiesel above B20 to be used not more than six months after its production. Uses of fuel functions optimally above B20 in older vehicles, precautions are necessary due to deposits left by petrol diesel. Biodiesel dissolves the sediments that in turn obstruct the fuel sift. â€Å"Positive Impacts of Biodiesel on the Environment† Biodiesel as an alternative source of fuel offers some positive impacts on the human health as well as the environment. Juvenile fire setting Essay Findings indicate that of all victims of fires set by a child; about thirty four percent of the victims are children themselves. The leading cause of death in residential fires in the United States has been found to be playing with fire. Children are often engaged in games that involve playing with fire. These games are normally played in the bedroom where many things can easily catch fire. Older children on the other hand play with fire outside the home. The majority of these children are often under the false impression that they have the capacity to control the fires that they have set. A large percentage of children who set fire have no possession of fire safety education and are also not supervised by their parents. Statistics indicate that more than fifty percent of individuals arrested for arson in the United States are juveniles. About eighty thousand structure fires are caused by children who play with fire. From this, seven hundred and sixty deaths and more than three thousand five hundred injuries result. The annual estimates of damages from juvenile fire setting stand at 1. 2 billion dollars. It takes less than two minutes for an entire room to be set on fire by a flame from a single match. In only under five minutes, the entire house can be engulfed in flames. Over three hundred deaths and two thousand injuries result from juvenile arson and fires set by youth annually. Again, property damage resulting from these fires amount to over three hundred million dollars. Forty percent of deaths related to residential fire are caused by children playing with fire. Characteristic of fire setters Juvenile fire setters can be categorized into three groups according to age. The first category is made up of children aged less than seven years. The majority of fires caused by this category of children are mainly as a result of accident or curiosity. Some studies indicate that the childrens interest in fire begins before the age of three (Kolko Kadzin, 1999). Naturally, children are curious about fire even though there are various factors that determine whether a child actually sets fire or not. Such factors include the availability of fire supply and their exposure to fire. The majority of children under this category who set fire are not aware of the potential consequences. The second category is comprised of children between the age eight to twelve. Fire set by children within this category may also emanate from curiosity. However, it may also be the result of an underlying psychosocial conflict (Slavkin, 2000). Children under this category may be completely aware of the consequences of their actions and set fire as a strategy for attracting attention. They are likely to continue setting fire until their concerns become addressed or until their needs are met. The third category consists of adolescents aged between thirteen years and eighteen years. A major feature of these young people under this category is that they seem to possess a long history of playing with fire and fire starting behavior that had not been detected. Their fire setting actions may either be motivated by psychosocial conflict and turmoil or an intended criminal behavior. The history of such young people is characterized by behavior problems and school failure. They are highly vulnerable to peer influence. Another classification of juvenile fire setters lives out those that start fire out of curiosity. As such, it classifies intentional fire setters. The first group within this category is made up of those children who set fire as a way of seeking attention. The second category is made up of children who are motivated through delinquent activity. The final category is composed of juveniles who have severe emotional disturbances. Regardless of the mode of classification, what is apparent is that the older the child, the more hey experiment with more sophisticated materials. As children advance in age, their fire setting tend to be externally directed toward locations such as barns, garbage dumpsters, grasslands, schools and automobiles (Little, 1998). Juvenile fire setters may possess a number of characteristics. These children tend to be curious about fire and do not understand the dangers associated with fire. In some cases, these children may be experiencing some changes in the family life such as death, divorce or separation. They may also have a history of behavioral problems and poor peer relationship. Parental involvement Families are often reluctant in responding to what they normally take to be a one time occurrence. Families in most cases tend to ignore the seriousness of the behavior. Every child who has engaged in fire play or fire setting tendencies requires intervention. Children need to be educated on the dangers of playing with fire by their parents so that they may stop the behavior. The most important thing that parents need to do is to take notice of their children. Parents also need to talk to their children about the dangers of fire. They also must set a good example as the majority of children learn about the use of fire from their parents. If the parents are reckless with fire, the child is likely to handle fire carelessly. Access to matches and lighters should also be restricted. The only way to ensure that children do not access them is by keeping them safely. Problems are likely to occur when children begin to handle fire in ways that are dangerous. Parents should therefore seek appropriate help before any serious problem occur. Professional guidance is more appropriate as threats and punishments are in most cases ineffective. Without any form of intervention, fire setting cannot stop. The past decade has witnessed the establishment of various programs in numerous jurisdictions across the United States to address concerns about juvenile fire setting. These programs primarily fall under the fire service. Their aim is to prevent the recurrence of fire setting by identifying, evaluating and treating the juvenile fire setter. Early programs were mainly designed by local mental health professionals and personnel in the fire service. Based on models developed by the United States Fire Administration, various programs have been established. Apart from the fire department, juvenile fire setter programs obtain referrals from the police departments, mental health agencies, social service agencies, schools and parents. A working relationship exists between the programs and a number of these major community agencies. The Office of Juvenile Justice and Delinquency Prevention and the United States Fire Administration, in seeing the need for increased knowledge on how the problem of juvenile fire setting can be minimized, funded an initiative known as the National Juvenile Fire setter/Arson Control and Prevention (NJF/ACP) Program which ran from 1987 through 1993. Possible solutions The most appropriate solutions to children with fire setting behavior are those focused on brief therapy (Little, 1998). The solution focused on brief therapy was developed as a family counseling theory. The therapy is made up of sessions with the first session being the most important. It employs â€Å"solution talk† to change cognitions from negative focus on weakness and problems to the positive attitudes of expressing optimism and strength. This may in particular satisfy the powerful need of juvenile fire setters for security and love. The problem can also be solved through fire safety education, collaboration with the community agencies and empathy training. These methods can especially be used by school counselors to bring about positive changes for juveniles with fire setting behaviors and the general society. Current trends It has been noted that during the winter months, there is always an increased rate of child fire injuries and deaths. The distribution of injuries and deaths are even throughout the week. Deaths and injuries also seem to take place between 8 P. M and 8 A. M. (Kolko, 2002). The majority of child fares are residential with more than ninety percent of such fires resulting in injuries and death. Fires often originate from the bedroom. Arson still continues to be a major United States problem.

Ethics Scholarship Essay Essay One ethical issue to which I became aware of while in college mainly involved cases illegal drugs, bribery, and cheating. Although there is an existing law against illegal drugs and most schools and universities are very stringent in imposing penalties for illegal activities and other things that are criminal in nature, sadly there are still some students who find ways to break those rules, especially outside the campus. While I am not the one involved in these illegal activities, I felt that I had a moral obligation because two of my classmates were involved. These classmates of mine were actually good people, but unfortunately, they ended up with the wrong company. It took place not very long ago, during a house party held by one of the rich students in the university. This certain student, whom I personally know, constantly held parties in his/her lavish house. My two classmates were not invited because the host of the party didn’t like their introvert nature. They were very shy, had very little friends, and were only interested in playing video games and the like. Nevertheless, as I have mentioned above, they were people who possessed values. The problem is they just lacked social skills. One day in class, I noticed that they were talking to a guy who was a notorious rule breaker in the university and was one of the friend of the rich person mentioned earlier. Later, I found out that they were invited to one of the parties held by the rich person and they were both very excited to go as it was their first time to have the change to mingle with a lot of people. On the night of the party, I was to see them talking to a couple of girls and boys. Although I do not wish to judge them, I was a bit confused because, as mentioned above, they were very shy and were not the type of people who would approach someone for a casual conversation. I felt happy for my two classmates but I noticed that certain things about them started to change in the succeeding months. There were instances that they were absent from class, which was something they never did, and there were also times that they were asleep during a lecture or an exam. After some time, I spoke with one of the two and found out that the reason behind their unusual behavior was because of illegal drugs. This person further revealed that they were invited to the rich student’s party on the condition that they would do the assignments of a group of people who were close to of him/her (rich student). This classmate of mine also told me that they were doing drugs because it was considered â€Å"cool† among their new circle of friends. However, the main problem was that both these classmates of mine were nearly failing a lot of their subjects due to their absences and neglect. Because I was concerned for them, I sought the help of fellow students who were also concerned and together we notified the university officials on condition of anonymity. Although it was the right thing to do, I had an ethical dilemma because as a result of my actions, my two classmates were indefinitely suspended from school and were taken to a rehabilitation facility. I was very bothered at first because in a way, I cost them a lot by revealing their secret illegal activities. But after several months, I realized that it was the only thing to do because I didn’t want their future to be ruined by drugs. Basically, this event has impacted me in such a way that I carefully choose whom I associate with. Although I have a lot of friends, I only trust people whom I am sure would not give in to negative influences and to peer-pressure from the wrong ground. It also made me more vigilant and more careful of people who are trying to be nice to me but actually have ulterior motives. On the business perspective, it made me more cautious in dealing with alleged â€Å"easy money† gimmicks and deals which are perpetrated by people who have questionable backgrounds. In short, it made me wiser and clever in terms of business dealings because now I am more aware of the capabilities of certain people who only claim to offer good deals but in truth, do not offer anything of value at all.

Fundamental concepts of the IASB framework

Fundamental concepts of the IASB framework The International Accounting Standard Board herein referred to as the IASB, sets forth standards that outlined in its Framework for the Preparation and Presentation of Financial Statements. The IASB framework applies to general-purpose financial statements. That is, the primary financial statements (income statement, balance sheet, etc.) and the accompanying notes but not additional financial or nonfinancial information, such as directors reports, management discussion and analysis, etc. The IASB framework because of its more limited scope, discusses objectives in the context of business entities only (IFRSs and US, 2007). The IASB framework starts with a broad focus, by discussing the objectives in terms of information useful to a wide range of users in making economic decisions. It lists a wide variety of present and potential users. The IASB framework narrows that focus to a particular group of users. Reasons given include pragmatic reasons (for example, a focus to avoid being vague or highly abstract) and that meeting the information needs of that particular group of users is likely to meet most of the needs of other users. The objectives of financial statements/reports have significant implications for other parts of the framework. For example, objectives affect the elements, in particular the definitions of liabilities and equity. If the objective of financial reporting is to provide information useful to shareholders in making economic decisions, this points toward defining equity narrowly (for example, common shareholders only). Shareholders are interested in the effect of transactions or events on the value of their shares (for example, dilution). In contrast, if the objective of financial reporting is to provide information to a range of users (for example, shareholders, lenders, suppliers, and various other users), this points toward a focus on reporting the effect of transactions or events on the entity, not on the financial position of one particular group of users. Fundamental Concepts Underlying Assumptions The IASB framework prominently features two underlying assumptions: the accrual basis and the going-concern basis. Accrual accounting and related concepts are reviewed extensively. In contrast, the going-concern basis is disclosed in a footnote only. Qualitative Characteristics The IASB framework discusses qualitative characteristics of financial information in terms of attributes that make the information provided useful to users in making economic decisions. The IASB framework discusses fundamental qualitative characteristics, qualitative characteristics and pervasive constraints, an outline of each follows this paragraph. The IASB framework also discusses constraints, such as cost-benefit considerations, and the trade-off between the various qualitative characteristics, such as relevance, and reliability. The IASB framework states that the exercise of prudence or conservatism does not allow the deliberate understatement of net assets and profits. The Boards have identified two characteristics that it has determined to be fundamental qualitative characteristics. Those are: relevance and faithful representation. The definitions are below: Relevant Financial Reporting information that has predictive value or confirmatory value. Faithful Representation Financial reporting complete and free from material error and neutral. The Boards have identified enhancing qualitative characteristics to be: comparability, verifiability, timelines, and understandability. The pervasive constraints identified by the Board: materiality and costs (Conceptual framework for, Chapter 2 2008). In the IASB framework the assets definition has a central role, in that all other element definitions are based upon the definition of assets. That asset primacy is not because information about assets is the most important financial information. Rather, it is because, for a set of definitions of elements of articulated financial statements to be internally consistent and avoid circularity, it has to start by defining one of the elements and base the rest of the definitions upon that definition. Capital and Capital Maintenance The concepts of capital and capital maintenance concern how an entity defines its capital (that is, its store of wealth) for the purposes of distinguishing between an entitys return on capital and its return of capital. The IASB conceptual framework briefly discusses two concepts of capital (and their associated capital maintenance concepts): financial and physical (or operating capability). It does not specify which of the two concepts should be adopted, other than to say that the selection of the appropriate concept of capital are based upon on the needs of users of financial statements. Pros and Cons of Principles Based-System The inherent characteristic of a principles-based framework is the potential of different interpretations for similar transactions. Proponents of worldwide adoption of IFRS work to ensure assure that similar transactions would obtain the same treatment by companies around the world, resulting in globally comparable financial statements. A principle-based system addresses a broad area of accounting that remains consistent with a clear Conceptual Framework. The major benefit of principles-based accounting is that the guidelines can be applied in a variety of situations/industries that avoids the need for managers to manipulate statements to fit a certain requirement (Toppe, Myring, 2009). In principles-based accounting the guidelines are set but not necessarily dictated for every situation, which is one of the major concerns pertaining to this type of accounting system. This situation implies second-guessing and creates uncertainty and requires extensive disclosures in the financial statements. A lack of precise guidelines could create inconsistencies in the application of standards across organizations. For example sometimes financial information can be inconsistent from one company to the next in the same industry thereby damaging the ability for comparability (Doupnik, Perera, 2009). In a principle-based accounting system, the areas of interpretation or discussion are clarified by the standards-setting board, and provide fewer exceptions than a rules-based system. However, IFRS include positions and guidance are considered as sets of rules instead of sets of principles. Stated below are some of the underlying concepts of IFRS that provide a flavor of impacts on the financial statements and therefore on the conduct of businesses. à ¢Ã¢â€š ¬Ã‚ ¢ Consolidation IFRS favors a control model whereas U.S. GAAP prefers a risks-and-rewards model. Some entities consolidated in accordance with FIN 46(R) may have to be shown separately under IFRS. à ¢Ã¢â€š ¬Ã‚ ¢ Statement of Income Under IFRS, extraordinary items are not segregated in the income statement, while, under US GAAP, they are shown below the net income. à ¢Ã¢â€š ¬Ã‚ ¢ Inventory Under IFRS, LIFO (a historical method of recording the value of inventory, a firm records the last units purchased as the first units sold) cannot be used whereas under U.S. GAAP, companies have the choice between LIFO and FIFO (is a common method for recording the value of inventory). à ¢Ã¢â€š ¬Ã‚ ¢ Earning-per-Share Under IFRS, the earning-per-share calculation does not average the individual interim period calculations, whereas under U.S. GAAP the computation averages the individual interim period incremental shares. à ¢Ã¢â€š ¬Ã‚ ¢ Development costs These costs are capitalized under IFRS if certain criteria are met. Under U.S. GAAP development costs are expensed. FASB The Financial Accounting Standard Board herein referred to as the FASB, sets forth standards that outlined in its collection of Concept Statements. The FASB framework applies to general-purpose external financial reporting. This includes not only the financial statements but also other financial and nonfinancial information. Examples include other financial and nonfinancial information contained in company annual reports, company prospectuses and service performance information in the annual reports of non-business entities (IFRSs and US, 2007). Objectives The FASB framework contains two statements on objectives-one relating to business entities (Concepts Statement 1) and another relating to non-business entities. Measurement Measurement is one of the most underdeveloped areas of the two frameworks. Both the IASB and FASB frameworks contain lists of measurement attributes used in practice. Those lists are broadly consistent, and are composed of historical cost, current cost, gross or net realizable (settlement) value, current market value and present value. Both frameworks indicate that the use of different measurement attributes will continue. However, neither provides guidance on how to choose between the different measurements attributes that exist. In other words, the framework lacks fully developed measurement concepts. Those measurement concepts would need to cover both initial measurement and subsequent measurement. Subsequent measurement includes revaluations, impairment and depreciation. The Boards also will need to consider whether the conceptual framework should include not just measurement concepts but also guidance on the techniques of measurement. For example, the FASB conceptual framework includes Concepts Statement 7, on the use of cash flow information and the present value measurement technique to estimate fair value for the purposes of initial recognition and fresh-start accounting. One cross-cutting measurement issue seems to be the unit of account-whether items are grouped at some level of aggregation rather than measured individually (Leuz, 2003). Display-Presentation and Disclosure The display section of the conceptual framework would cover concepts for determining both in which and how recognized information are presented in the primary financial statements and what information are disclosed in the notes or elsewhere in the financial reports. At present, neither framework explicitly sets out definitive concepts of display. Some discussion of presentation and disclosure in the frameworks (for example, both frameworks contain discussion of how information is reported to meet the objectives of financial reporting, by briefly describing the statements that comprise a full set of financial statements and the roles of notes and supplementary information). However, that commentary needs to be pulled together and developed further, to develop concepts of presentation and disclosure useful to the Boards in setting standards for presentation and disclosure (Benston, Bromwich, Wagenhofer, 2006). Fundamental Concepts Underlying Assumptions The accrual basis and the going-concern basis are not listed as underlying assumptions in the FASB framework. Qualitative Characteristics Both frameworks discuss qualitative characteristics of financial information in terms of attributes that make the information provided useful to users in making economic decisions. Both frameworks have similar qualitative characteristics, for example, understandability, relevance, reliability and comparability. Both discuss constraints, such as cost-benefit considerations, and the trade-off between the various qualitative characteristics, such as relevance and reliability. However, there are some differences between the two frameworks. For example, the FASB Concepts Statements set out the characteristics in a hierarchy, treating understandability as a user-specific quality separate from the others, relevance and reliability as the primary qualities and comparability as a secondary quality. In contrast, the IASB framework treats all four as primary qualitative characteristics. Some improvements could be made to the qualitative characteristics of both frameworks. For example, both include neutrality but also prudence or conservatism. Although both frameworks state that the exercise of prudence or conservatism does not allow the deliberate understatement of net assets and profits, some argue that any concept of prudence or conservatism is inconsistent with the concept of neutrality. Discussions with constituents of both Boards suggest that important qualitative characteristics common to both frameworks may be misunderstood. For example, some constituents seem to equate reliability with auditability or verifiability, overlooking the frameworks meaning of correspondence between the accounting information and the real-world economic conditions or events that it purports to represent. Misunderstandings and other difficulties with reliability seem to cut across several present and potential projects at one or both Boards, including revenue recognition, insurance contracts, and fair value measurement (IASB, 2006). Conceptual Framework Project Exposure Draft Some History The first steps taken were to update existing concepts to reflect changes in markets, practices and the economic environment that have occurred in recent years. It was concluded early in the joint project that major reconsideration to all areas of the IASB and FASB frameworks were not needed. They were largely similar. The focus was directed on improving and reaching a convergence between the existing frameworks of each. The convergence process began with a series of exposure drafts. The exposure drafts relating to the joint conceptual framework project are a product of a shared goal of the International Accounting Standards Board (IASB) and the U.S. Financial Accounting Standards Board (FASB), herein referred to as the Boards. Their shared goal is to develop a common conceptual framework for financial reporting. The exposure drafts are open for public comment. All comments received by FASB are public information and have been posted on their website. The first discussion paper issued in July 2006 eventually became the first in a series of joint publications that ultimately became the first exposure draft. To date there has been many subsequent drafts published on not only the conceptual framework but also on subsequent issues such as Disclosures, Borrowing Costs, Discontinued Operations, Revenue Recognition, Consolidation, Fair Value Management, Liabilities and many others. As part of the IASBs due process, the Boards consult with practitioners by publishing discussion papers and Exposure Drafts on each of the proposed chapters of the common framework. The new framework is anticipated to be a single document rather than a series of Concept Statements as is the current FASB framework. The Current Exposure Draft- Conceptual Framework for Financial Reporting The latest conceptual framework exposure draft published in May 2008 and like its predecessor was open for public comment. It is anticipated that an additional exposure draft on the topic will follow incorporating inputs from various sources and changes needed after future exposure drafts are published on the various topics such as revenue recognition, liabilities, and disclosures among others. Differences between GAAP and IFRS The most common question one could expect to have regarding the new framework is what are the changes? The potential impact and resulting costs on businesses could be huge is there is a large shift away from the current FASB standards. A huge shift appears unlikely as the two are basing their shared framework largely upon the current FASB concept statements, athough there will be some differences. Some of those be addressed in the pages that follow. This list is not by any means an all-inclusive list of the difference, merely a highlight of some of the more notable difference. These differences are subject to change in the future with publication of new exposure drafts concerning the conceptual framework. Authoritative Status of the Framework Currently FASBs Concept Statements have the same authority as articles and textbook These are surpassed in authority by common accounting practices. The International Financial Reporting Standards (IFRS) requires entities preparing financial statements under its authority to consider the IASB Framework when there is no standard or interpretation that specifically applies to an event, transaction or similar issue. This would give more authority to the material sourced by the preparers of United States financial statements (Conceptual framework for 2008). General Purpose Financial Reporting The focus of the IASB Framework is on the preparation of financial statements. Currently FASB Statement of Concepts focuses on financial reporting. The disparity between the two becomes less when one considers that the primary focus of FASBs conceptual framework is on the financial statements (Conceptual framework for, para.BC1.3 2008). First-time Adoption Full retrospective application of IFRSs in force at the time of adoption. FASV has no specific standard for first-time adopters. The general practice of U.S. GAAP has been full retrospection application unless a specific standard states otherwise (IFRSs and US, 2007). They both agree that the list of potential users is broad and includes investors, lenders, creditors, employees, suppliers, customers, governments and governmental agencies. They address the entity perspective as the corporation possessing a distinct separateness from its sources of capital providers (Conceptual framework for, para.BC1.11 2008). Primary User Group Again the topic of who the primary users of financial statements are is essentially the same of both Boards. IASB Framework, paragraph 10 says: As investors are providers of risk capital to the entity, the provision of financial statements that meet their needs will also meet most of the needs of other users that financial statements can satisfy. FASB Concepts Statement One focuses on the users of financial information being those whom use the information for investment and credit decisions (Conceptual framework for, para.BC1.3 2008).

The Roaring Twenties and The Savings and Loan Crisis The movie It's A Wonderful Life starts off in the town of Bedford Falls in the time period just prior to the Great Depression. (I will discuss the Great Depression in more detail in a later essay). It is a prosperous time-the "Roaring Twenties." Many people have invested money in the stock market and are earning quite a bit of money, there are many parties had by all with music, food and drinks, and good company and fun. There are also an abundance of inventions (such as the radio) being introduced into the economy. Furthermore, more people are able to afford such luxuries as telephones, electricity, transportation, etc†¦ During this time, in general, a lot of exchange seems to be occurring, as well as overall rapid technological change.
